It was my understanding after reading the posted Rules "(Applicants without an established Index may only enter in the “Scratch Events”)" that a handicap would not be necessary for the scratch events...Can someone please clarify?

Just make one up! Some of the participants in Belfast had some generous handicaps.

Don't "just make one up". Go to your local club where hopefully they know you and get the club pro to review your past scores and import them to a public golf computer program which will create an index for your profile.

He will then sign the form that needs to be submitted to the games. I know there are some "generous handicaps" but try to be as honest as possible.

Scratch events will not need a handicap submitted unless you are also registered for other events that may require one. The scratch division goes off of raw score only.
